I know this is a very old thread, but I just ran into this issue and was able to solve (or at least work around) it, so thought I would share for future help. I found that the SetFormattingSheet function only sets the formatting sheet in the Sheet Options, even though it asks for a report - so the report's formatting sheet will only change if it set to inherit sheet options.
