MRP (PD or similar) will generally consider the requirement date as the delivery date and use the planned delivery time to calculate the release/opening date (backwards).
I believe that what you want is to calculate the delivery date using forward scheduling, starting from the requirement date. This logic is not possible on the standard MRP. See note 1913017 for more details.
