Unfortunately there is no option as such to stop it. But nevertheless you can prevent it by having a stage before the system could perform Unlock account operation.
You can probably have a stage (Security Teamq) to approve the Unlock Request, so that they can check in the backend and approve if its locked due to incorrect password.
