In the standard system, you can define a costing sheet BASE, which is dependent on Cost Center + Activity Type. You can't maintain overhead at CC level, but define a BASE at CC/Act Type level
Try IMG-Controlling - Cost Center - Actual Postings - PE Closing - overhead - Costing sheet component - Define calculation base with CC and Act Type
