the survey link was available during the phase where the system conversion to SAP S/4HANA was released with restriction. In the meantime there restricted release has been reomved (it´s now gloabally avaialble). Accordingly the survey link is no longer required.
So with a valid SAP S/4HANA license you should be able to download the SAP S/4HANA software and use the maintenance planner to plan the conversion. If you can not see the SAP S/4 options I only know as root cause that your S-User might not have the appropriate S/4HANA license assigned. If that is fine - i would not have an explanation and would recommend to open an appropriate support ticket.
