As Rahul mentioned, CIF will use the scheduling formula so APO will consume the capacity in the exact same manner as ECC. What is your issue?
Issue is that the SNP PDS does not utilize setup matrix and such.
But PPDS PDS will consider all the same aspects as your routing and work center formula consider.
