You can very easily use an extension field to achieve this scenario. For instance, you could define a field of type list on the account object and add as many possible divisions as values. This field can be included in the routing rules and it would apply on the visit. Typically, for scenarios where multiple divisions sell into the same store, most of our traditional customers differentiate it using Sales Areas and the sales areas fields can be included in the routing rule definition as long as the visit is created for the right sales area.
Coming to your question around activity plans applying on the iPad, this would work if you are in online mode. There should be no difference observed irrespective of whether you create/view a visit on browser or iPad. If you do observe a difference, I would request you to raise an incident.
